State limits replace county child-care home caps

Effective upon becoming law, the act replaces Palm Beach County's child-care home capacity caps with Florida law and Department of Children and Families rules. It removes the family day care home limit of 1–6 children. For large homes, it removes two options: up to 8 children aged birth to 24 months, or up to 12 with no more than 4 under 24 months. State limits still apply, so this change does not guarantee more spaces. Family day care homes remain occupied residences providing care for payment, a fee, or a grant. Large homes still need at least 2 full-time child-care staff on site during operating hours, including the owner or occupant. Before large-home licensing, operators must have run a licensed family day care home for 2 years and held a Child Development Associate credential or equivalent for 1 year.
