Monarch Hill expansion requires public review

Beginning October 1, 2026, Broward County must commission an independent study before allowing physical expansion of the Monarch Hill Landfill. This covers issuing or approving expansion applications, zoning changes, permits, and development orders. The study team must have expertise in environmental engineering, waste management, and public health. It must review environmental and health effects, waste alternatives including waste-to-energy, and the combined effects of existing operations and expansion. It must also examine community impacts, including odor, traffic, noise, and groundwater contamination. Before final approval, the county must hold a public hearing in Broward County within 5 miles of the landfill. At least 30 days ahead, notice must appear in local media and on the county website. Property owners within 2 miles must receive direct notice. The hearing must present study findings and allow meaningful written and spoken public comments. Expansion approval cannot proceed until both the study and hearing are completed and publicly disclosed.
