Duval lawmakers can request city legal opinions

Any member of the Duval County legislative delegation who lives in Duval County can ask the City’s General Counsel for a written opinion on city or agency matters. The General Counsel must provide an opinion when asked by those members.

City agencies legal work runs through counsel

The law sets up the City’s Office of General Counsel to handle legal work for the city and its independent agencies. The General Counsel can hire, supervise, and fire assistant counsels. These legal services count as central services for how the city uses and tracks them. Independent agencies and the City may hire outside private lawyers only if the General Counsel gives a written certification and a written finding that it is necessary, and the City follows City Council rules.

School Board can hire its own lawyer

The Duval County School Board can select and employ its own general counsel. That counsel remains subject to legal opinions from the City’s General Counsel under section 7.202. All other legal services for the School Board and public schools, like lawsuits and contracts, still go through the City’s Office of General Counsel. Those attorneys answer only to the City’s General Counsel.
