Dedicated welfare funding for contractor-run prison inmates

Beginning July 1, 2026, Florida establishes the Contractor-Operated Institutions Inmate Welfare Trust Fund within its Department of Corrections. Net proceeds from inmate canteens, inmate-focused vending machines, telephone commissions, and similar sources at contractor-run prisons go into this fund. Maintenance and repair deduction fees from these prisons also go into the fund. Money can fund only programs helping inmates return to society or environmental health upgrades, including major repairs that improve facility conditions. Spending requires legislative appropriation, and the law sets no funding amount.
