Rules for veterans group's property use

The chapter must hold required meetings. If it fails to do so for 12 months, it is treated as no longer active. The Governor may declare the chapter ceased if it does not maintain the property or breaks its rules or Guam or U.S. law. The chapter may not demolish any part of any building on the site. It may not assign the lease or sublet the property. Use of the site is limited to the group’s mission, and no member may get personal profit from it.

Low-cost 20-year lease for veterans group

The Governor can lease Lot No. 2288-1-1-1 in Mangilao, including the Mangilao Koban, to the Vietnam Veterans of America Chapter 668 for $1 per year. The initial lease can run up to 20 years. It can be renewed for another like term only if the Guam Legislature approves and the chapter still operates. Starting in 2025, the lease may be extended for 20 more years under these rules.
