The law gives $19,745,714 from the General Fund to the Guam Memorial Hospital Authority. The money comes from bond refunding savings not in the FY 2026 budget. It is one time and for capital projects and life‑saving supplies. It is split as follows: $5,188,103 for structural and architectural projects; $7,311,215 for utility systems; $1,055,833 for alternate care sites; $3,959,337 for medical equipment; $2,074,240 for IT projects; and $156,986 for a medical transport vehicle. The law takes effect right away.
The Guam Memorial Hospital Authority must send reports every 90 days to the Legislature and the Governor. The first report is due 90 days after the law takes effect. Each report shows project status, money spent so far, timelines, and any problems. Reports continue until all funds are spent.
The law sets strict rules on how the hospital can spend this money. It cannot be used for personnel costs or hiring, and it must stay on the authorized purposes. The funds do not lapse and are not subject to the Governor’s transfer authority. The hospital can move money among the listed projects to meet real costs. It may also fund other critical capital projects not listed, but total spending cannot go over $19,745,714.
