Lifetime certificate holders must report to GCEC every five years to confirm they plan to keep teaching and disclose any background issues. They must submit a satisfactory evaluation every five years, take part in school or district professional development, and follow Guam Teacher Evaluation Program rules, including annual evaluations and trainings. GCEC can revoke a lifetime certificate for violations of the code of conduct or ethics, or for disqualifying character findings.
The law creates a Lifetime Teacher Certification in Guam. You qualify if you have at least 25 years of verified, satisfactory teaching in a recognized Guam school. You must hold a current, valid certificate in your subject or grade and finish any training the Guam Commission for Educator Certification (GCEC) requires before issue. After GCEC verifies you, your certificate is valid for life and does not need renewal.
If you retired in good standing within the last 10 years and your certification lapsed, you can apply for a lifetime certificate. You must apply within six months of the law’s passage. This is a one-time, limited window.
