Effective upon approval, the law creates one University of Hawaii conference fund, replacing separate Hilo and community college funds. On July 1, 2025, money not already committed in those former funds transfers to the new fund. The university can charge fees to cover conference services; the law sets no fee amounts. All program fees and other receipts must enter separate fund accounts, which can serve different campuses and operating units. The fund can pay conference, seminar, and course costs, including speakers, rooms, food, travel, and supplies. These purchases are exempt from specified state purchasing rules and competitive bidding. The university must report each account's income and spending to lawmakers at least 20 days before each regular legislative session.
