Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Cabin lease transfers carry $1,200 fee

Transferring or assigning a recreation-cabin lease carries a $1,200 fee payable to Hawaii’s Board of Land and Natural Resources. The board adjusts this fee each year using the five-year rolling average change in the GDP implicit price deflator. This price index adjustment means the fee can change over time.

Cabin renters gain renewal rights with conditions

Cabin leaseholders can negotiate one additional lease term of up to 20 years with Hawaii’s Board of Land and Natural Resources. The board must find them in good standing at expiration, meaning they have met all lease obligations. Leaseholders must request renewal in writing at least 60 days before their lease ends. Renewed annual rent is adjusted using the five-year rolling average change in the GDP implicit price deflator, a price index. The board must enforce lease terms and set penalties and fines unless the lease already specifies them.

Local residents get first cabin lottery access

Beginning July 1, 2025, Hawaii uses public lotteries for recreation-cabin leases lasting up to 20 years. Eligible lands include state parks, forest reserves, and other lands set aside by executive order; cabins are for part-time recreation. County residents get first access; if too few enter, the board can admit other Hawaii residents, then nonresidents. Lease prices must reflect appraised fair market value, and groups sharing a cabin get only one lottery entry. The board must offer vacant cabins within 12 months.
