Beginning July 1, 2025, the law requires the University of Hawaii to provide housing aid to qualifying students. Students must live in university housing, show financial need as determined by the university, and qualify for resident tuition. A housing allowance, stipend, or similar aid offsets part of room and board increases caused by the authorized bond debt. The law sets no individual aid amount. Aid comes from the shared bond-proceeds appropriation, whose unspent funds not committed to expenses expire June 30, 2030.
Beginning July 1, 2025, the University of Hawaii Board of Regents can issue up to $30.75 million in revenue bonds. The governor must approve the bonds for priority construction, renovation, modernization, and repairs. Projects include faculty and student housing, classrooms, labs, offices, research spaces, utilities, libraries, student services, athletics, and other infrastructure. Existing bonds and bonds issued to refinance debt do not reduce this authorization. Repayment is secured solely by university revenues, except when bond proceeds pay principal and interest—not by state general funds. The law provides $30.75 million from bond proceeds and interest for fiscal year 2025–2026, including the student housing aid. The Board of Regents spends the funds. Unspent funds not committed to expenses remain available through fiscal year 2026–2027 and expire June 30, 2030. When bonds are issued, the university must notify the Legislature with a detailed list and description of every funded project.
