Hawaii’s red-light and automated speed-enforcement systems cannot use or be equipped with facial recognition or other biometric identification tools. These tools identify people through traits such as faces, fingerprints, eye scans, or voice patterns. Systems can still use automated license plate readers. They can also use non-biometric tools to check vehicle identity or registration status, or record photographic evidence of traffic violations.
Each Hawaii county must add a $5 surcharge to each qualifying motor vehicle registration, on top of existing fees. Counties must begin collecting it no later than December 31, 2025. The money goes into the Safe Routes to School Program Special Fund. County finance directors must give the state transportation department at least 90 days’ written notice before collection starts.
