3 provisions identified: 1 benefits, 1 costs, 1 mixed.
The law places Hawaii's Broadband Office in the Department of Accounting and General Services and transfers the former office's staff, records, property, and contracts from the Department of Business, Economic Development, and Tourism. Transferred civil-service employees keep their status and listed benefits if they meet minimum qualifications. The governor can appoint a coordinator to lead the office. The office plans ways to improve broadband affordability and access, supports grants and deployment, and manages broadband and digital-equity data. The law also repeals Chapter 206S, but the cited repeal does not explain its effects.
People or groups taking actions covered by the broadband infrastructure exemption must post electronic notice to the Broadband Office at least 30 calendar days before acting. Public utilities and government entities do not need to give notice when providing access as owners of existing rights-of-way, utility easements, or telecommunications infrastructure. This is a procedural requirement for covered work, not a household payment or eligibility change.
The law creates a state fund for broadband projects, internet-service costs, and community technical help. It bars the fund from paying to build broadband infrastructure for retail service; spending needs comptroller approval, with advice from a state technology committee. For fiscal year 2025–2026, the law provides $200,000, or as much as needed, from general revenues for the fund and $200,000, or as much as needed, from the fund for office contract reimbursements. It also provides $800,000, or as much as needed, for six digital navigator jobs: two on Hawaii island and one each on Oahu, Kauai, Maui, and Molokai. These amounts support state programs and staff, not direct household payments.
