3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Beginning July 1, 2025, qualified farmers can apply for class K loans to expand import-replacement crops at a scale that can affect regional, island-wide, or statewide markets. Loans can also support crops grown for the farm-to-state program; those loans need a written commitment from the appropriate state agency. The Department of Agriculture checks applicants’ credit and ability to repay. Loans carry 3% annual interest and can be up to $2.5 million for no more than 10 years, which gives farmers access to financing but requires repayment.
Beginning July 1, 2025, farm loan applicants generally need one credit denial instead of two. Denials may come from private lenders, the Farm Credit System, or the U.S. Department of Agriculture. The denial rule does not apply to loans of $100,000 or less for farm trainees and recent college graduates with an agriculture degree. The Board of Agriculture may waive it for emergency loans. Eligible borrowers can also use secured, revolving credit, up to the preset limit, when the account is in good standing.
Beginning July 1, 2025, annual rates are 4% for class A, B, C, E, G, and J loans. Classes D, F, H, I, and K have 3% rates. If the Department of Agriculture borrowed the money, the rate is the class rate or 1% above the State’s borrowing cost, whichever is higher. The law sets low class rates, but the borrowing-cost rule can raise the rate above them.
