3 provisions identified: 0 benefits, 1 costs, 2 mixed.
Vehicles and mopeds must be safe and meet muffler rules to get inspection certificates. People cannot use on public highways, sell, offer, alter, or install mufflers that noticeably make a vehicle louder than it was from the factory. The maximum fine under one muffler law rises from $100 to $150. Under the other, maximum fines are $150 for a first violation, $350 for a second within three years, and $950 for a third or later violation within three years. The lookback for the highest fine is now three years instead of five.
The Director of Transportation must suspend or revoke an official inspection station’s permit, or refuse renewal, after a third or later willful violation within 18 months. The violation must involve a rule requiring the station to check that vehicles or mopeds meet muffler and exhaust rules.
Repair dealers, mechanics, and apprentices cannot repair or install mufflers or exhaust systems that violate state muffler rules. This work is a prohibited practice under motor vehicle repair enforcement procedures, protecting customers from noncompliant repairs while adding rules for repair providers.
