Starting in the 2025–2026 school year, students who qualify for reduced-price meals get free school meals. Starting in 2026–2027, students in Hawaii Department of Education schools get free meals when family income is no more than 300% of the federal poverty level, whether or not they qualify for a federal meal program. Schools cannot deny a student a meal solely because payment is overdue. The Department of Education can set rules for collecting negative meal-account balances, but those rules cannot stop it from feeding a student. The state provides $565,000 for each of fiscal years 2025–2026 and 2026–2027 for reduced-price meal subsidies, plus $2.8 million in fiscal year 2026–2027 for students in the income-based group. The governor can change strict school-meal rules only as needed to protect federal aid and must report any change and the reasons to the next legislative session.
