Clarifies chapter 480J, HRS, regulating installment lenders. Replaces the term "consumer loan" with the defined term "installment loan" for consistency throughout the installment loan chapter. Requires loan maintenance fees to be prorated daily. Allows lenders to charge a convenience fee. Requires paper receipts only for in-person or cash payments and removes consumer names from receipts. Repeals the requirement for lenders to wait three days after a consumer fully repays a loan before issuing a new installment loan. Sunsets 6/30/2030. (CD1)

Starting July 1, 2025, lenders no longer have to wait three days after you pay off an installment loan before making you another loan. A lender still does not have to approve a new loan. This change lasts through June 30, 2030.
Starting July 1, 2025, Hawaii's installment-lending rules cover certain businesses that arrange loans or act for lenders required to be licensed. For each cash or in-person payment, lenders must give a written receipt showing their name and address, the payment date and amount, and enough information to identify the account. The receipt does not have to show your name. These rules last through June 30, 2030.
Starting July 1, 2025, lenders prorate maintenance fees for part of a month using a daily amount. The rate is $0.83 for loans up to $299.99, $1 for loans from $300 to $699.99, and $1.17 for loans of $700 or more. Thirty days count as one month. Lenders may also charge up to $1 for a debit-card payment you choose, but cannot require debit-card payment or charge a fee for a rejected debit payment. These rules last through June 30, 2030.
