Starting July 1, 2025, Hawaii ends the Birth Defects Special Fund, which paid the birth defects program’s operating costs. Any money in that fund that is unspent and uncommitted on that date goes to the Vital Statistics Improvement Fund. The law does not specify how the birth defects program will be funded afterward.
Starting July 1, 2025, certified birth, marriage, divorce, and death copies still cost $10 for the first copy and $4 for each extra copy. For each copy, the Health Department sends $1 to each of three abuse-related funds and the rest to the Vital Statistics Improvement Fund instead of the general fund. A marriage license costs $60. Non-regular agents keep $9 and send $51 to the director; regular civil-service agents send all $60. The director sends $32 or $41 to the general fund, respectively, plus $4.50 to each of two spouse-and-child-abuse funds and $10 to the Vital Statistics Improvement Fund.
