Broader work rights for licensed professionals

Beginning July 1, 2025, Idaho-licensed professionals have broader authority to perform work that fits their education, training, and experience. The work must follow Idaho law, not be expressly forbidden, and meet accepted care standards for similarly qualified professionals in similar settings. Boards under the Division of Occupational and Professional Licenses retain discipline powers for failures to meet those standards, within applicable laws and rules. Licensing authorities must change or remove conflicting rules. By January 1, 2026, they must report compliance actions to a legislative committee, including proposed changes to profession-specific endorsement and reciprocity laws needed to meet state licensing requirements.

Limits on new Idaho licensing requirements

Beginning July 1, 2025, Idaho agencies cannot create new occupational license requirements by rule or policy without express authority in state law. This restriction does not remove existing licenses. All licensing fees must be set in law or rule by July 1, 2026; the act does not set fee amounts. The chapter covers licenses, certificates, registrations, permits, and similar approvals, but excludes the Idaho State Bar board and Idaho Supreme Court. Its veteran definition requires at least 180 consecutive days of active-duty service and an honorable discharge or general discharge under honorable conditions.
