The law stops new Empowering Parents grants upon passage and approval. Previously awarded grants remain usable, with a $3,000 family cap regardless of the number of eligible students. Families must spend grant money within three years; unused money returns to the program fund and can be reclaimed earlier. Parents must verify compliance before awards; misuse bars future grants, with an appeal to the board. The board keeps its grant payment and reimbursement duties during the wind-down. On July 1, 2028, the law repeals the program framework, Parent Advisory Panel, related definitions, statutory construction rules, and report requirements.
During the wind-down, the board administers a dedicated fund supported by state appropriations, donations, and interest. Fund money remains continuously available to pay program grants without another appropriation. The State Controller must transfer uncommitted cash to the General Fund on June 20, 2028, and no later than June 30. The law specifies no transfer amount or direct household payment. The grant fund's legal authority ends July 1, 2028.
