Beginning July 1, 2025, Idaho flood districts can accept and use donations, gifts, and contributions from federal and Idaho governments. Contributions can come from their agencies or combinations of these sources. They can include money, services, or materials. The law sets no contribution amount.
Beginning July 1, 2025, Idaho flood district boards set commissioner pay by resolution without the former $100-per-day cap. Pay applies only to days actually spent on district business. Boards also set travel and necessary expense payments by resolution, subject to state reimbursement limits. The law does not set a new pay amount.
Beginning July 1, 2025, Idaho flood district boards choose their regular meeting times and places. The law removes required monthly meetings and state approval for quarterly meetings. Boards must send written office and regular-meeting details to the Idaho Department of Water Resources. All regular, special, and adjourned meetings must follow Idaho's open-meeting law.
Beginning July 1, 2025, Idaho flood districts must follow state procurement law when acquiring real or personal property. The law removes their separate advertised sealed-bid requirement for personal property purchases or repairs over $1,000. State procurement requirements still apply.
