Beginning July 1, 2025, Idaho law establishes refugee medical assistance through the Department of Health and Welfare. Qualifying groups include people with documented refugee, asylum, parole, or conditional entrant status. Afghan special immigrants must have received special immigrant status after December 26, 2007; Iraqi special immigrants, after January 28, 2008. Cuban/Haitian entrants are evaluated under federal entrant rules. Eligible Amerasians and close family members must have the required I-94 documentation coded AM1–AM3 or permanent resident documents coded AM6–AM8. Countable income must be no more than 133% of the federal poverty guidelines, which are updated annually. People above that threshold can subtract medical costs to reach the poverty guideline limit for their family size. Medicaid income rules apply, but refugee cash assistance, sponsor income, and sponsor-provided shelter and in-kind services do not count. Medical benefits follow federal refugee assistance limits and depend on federal funding and state spending authority. The law also voids the existing refugee medical assistance rules in IDAPA 16.03.06 beginning July 1, 2025.
