Bill Overview

Analyzed Economic Effects

5 provisions identified: 2 benefits, 1 costs, 2 mixed.

Idaho Controller can carry forward technology funds

For July 1, 2025, through June 30, 2026, the State Controller can reuse eligible funds left from fiscal 2025. Up to $2.5 million from the Data Processing Services Fund is available for one-time Computer Service Center costs. Eligible General Fund money is also available for one-time behavioral health reporting data system costs, with no dollar amount stated. Both carryovers cover money previously appropriated or carried forward that remains unspent and not committed to another payment. Before processing either carryover, the Controller must confirm amounts by fund, expense type, and program with the Legislative Services Office.

Idaho funds six state offices

The law provides $76.0266 million for six Idaho offices from July 1, 2025, through June 30, 2026. The Attorney General gets $35.0439 million, and the State Controller gets $25.2279 million. The Governor gets $4.759 million, and the Lieutenant Governor gets $313,400. The Secretary of State gets $5.2427 million, and the State Treasurer gets $5.4397 million. This money funds state operations, not direct household payments.

Idaho Treasurer faces bank fee caps

From July 1, 2025, through June 30, 2026, the State Treasurer faces limits on bank service fee spending. The caps are $406,600 from the General Fund and $221,700 from the Professional Services Fund. These limits apply to state spending, not bank fees charged to households.

Idaho caps staffing but allows increases

From July 1, 2025, through June 30, 2026, six Idaho offices have staffing caps, measured in full-time equivalent positions. The caps are 21 for the Governor, 3 for the Lieutenant Governor, and 227.40 for the Attorney General. They are 115 for the State Controller, 35.50 for the Secretary of State, and 30 for the State Treasurer. The Governor can approve staffing above these caps. The Joint Finance-Appropriations Committee must be notified promptly of any approved increase.

Three Idaho offices gain budget flexibility

For July 1, 2025, through June 30, 2026, three Idaho offices have added authority to move budget money. The Governor's and Attorney General's offices can make unlimited transfers among programs and expense types. The Lieutenant Governor's office can move money between expense types. All three need express approval from the Idaho Legislature to move money between funds.
