Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Homeowner exemption changes trigger taxable value updates

Beginning January 1, 2026, county assessors must record taxable value increases caused by changes in homeowner exemption status. This covers properties that formerly or newly received the exemption. Assessors must place these increases on the property tax list or a later tax list. The law does not set the amount of any increase.

June deadline for missed property tax bills

Beginning January 1, 2026, taxes billed on a later or previously missed property tax list are due June 20. Unpaid taxes become delinquent after that date. This replaces the rule that made those taxes delinquent 30 days after bills were mailed. Depending on the mailing date, taxpayers have more or less time to pay.

New property value standards and appeal rules

Beginning January 1, 2026, Idaho requires assessed-to-market-value ratios within 90%–110% of each tested property category's median ratio, allowing for statistical uncertainty. State rules must require recognized appraisal methods and corrections outside that range; individual assessments may rise or fall. A related rule covers appeals from county board of equalization decisions. The party seeking a taxable value increase exceeding 10% of last year's value must prove its case. This applies when the increase partly results from the assessor's failure to use required equalization methods.
