From July 1, 2025, through June 30, 2026, state funding counts toward filing fees for certain state water-right claims. This applies to General Fund money for Idaho's general stream adjudications, which settle water rights. Eligible claims come from the Water Resource Board or Governor for stream flows, public lake levels, or recreation. Extra funding counts toward future fees for those purposes. If funding falls short, the department director must extend the filing deadline, and next fiscal year's funding counts toward the balance.
For July 1, 2025, through June 30, 2026, Idaho transfers $716,000 for groundwater work. The money moves from the Revolving Development Fund to the Aquifer Planning and Management Fund. The Department of Water Resources must use it to monitor, measure, and model aquifers, which store water underground.
For July 1, 2025, through June 30, 2026, Idaho provides $31.0977 million for the Department of Water Resources. This includes $432,400 for Management and Support Services, $30.0587 million for Planning and Technical Services, and $606,600 for Water Management. Water Management receives $456,100 for staff costs, $90,000 for operations, and $60,500 for capital purchases. The law also authorizes four additional full-time equivalent positions. Water infrastructure receives $30 million for planning, construction, rehabilitation, rebuilding, and improvements. Priorities include aquifer health, water availability, storage, water transport, efficient supply and delivery, and emergency repairs. Water Resource Board districts 3 and 4 each receive 50%, or $15 million, supporting the 2024 Eastern Snake Plain Stipulated Mitigation Plan. A district can use more than 50% only when other districts have no competing applications that fiscal year. The law also makes eligible, unused federal recovery money from fiscal year 2025 available for one-time water infrastructure costs. This money comes from the American Rescue Plan Act's State Fiscal Recovery Fund for Planning and Technical Services. It must be unspent and not already committed; the amount is not specified. Before processing it, the State Controller must confirm amounts by fund, expense class, and program with the Legislative Services Office.
