Beginning July 1, 2025, state funding for the Idaho Digital Learning Academy rises from $430 to $445 per qualifying class enrollment. Each class counts separately when an Idaho school-age child stays past the deadline for withdrawing without a transcript entry; summer classes count in the fiscal year starting that summer. The state education department pays 80% of estimated annual funding by July 31 and the rest by May 15. Before the May payment, it checks enrollment totals and withholds or recovers money as needed; lawmakers must also consider student-level funding checks and possible billing changes. Each legislative session, the budget committee must consider rate adjustments matching approved school-staff salary increases, but increases are not automatic.
From July 1, 2025, through June 30, 2026, the Idaho Digital Learning Academy can charge public schools less tuition. Idaho school districts and charter schools pay no more than $40 per enrollment, down from the prior $75 cap. This limits school charges, not household tuition bills. The academy must provide remedial classes for students below state standards and advanced opportunities, including dual-credit access, under State Board rules. It can also provide other teaching and training services.
The Idaho Digital Learning Academy gets an extra $3.5776 million for July 1, 2025, through June 30, 2026. The State Controller transfers that amount from the General Fund to the Public School Income Fund around July 1, 2025. The spending is counted against the General Fund; households receive no direct payments. By August 1, 2025, the academy must report service costs, budget calculations, and budgeted versus actual spending using 2024–2025 school-year data. The report must break down classes, grades, course counts and types, and other defining factors, in consultation with legislative budget staff.
Beginning July 1, 2025, the Idaho Digital Learning Academy cannot tap the Public Education Stabilization Fund for prior-year services. The ban covers services provided from July 1, 2024, through June 30, 2025. The academy must use existing cash balances for costs tied to eligible enrollments above that year's appropriation. The law does not require households to cover those costs.
