4 provisions identified: 2 benefits, 1 costs, 1 mixed.
Beginning July 1, 2025, Idaho must prioritize vocational rehabilitation funding for people with the most significant disabilities. This applies when more people qualify for services than available funding can cover in a fiscal year. Other eligible people receive lower priority during that funding shortage.
Idaho provides $35,000 from its General Fund for the Council for the Deaf and Hard of Hearing Program. The money pays operating costs from July 1, 2025, through June 30, 2026. It supports program operations, not a set payment to individual households.
The law adds $4.4 million from Idaho's General Fund for vocational rehabilitation trustee and benefit payments. The money covers July 1, 2024, through June 30, 2025; this appropriation took effect upon passage and approval. It sets no payment amount for each person. Beginning July 1, 2025, the division must report on community rehabilitation provider contracts by December 15, 2025, and June 15, 2026. Reports go to the Joint Finance-Appropriations Committee and Legislative Services Office's Budget and Policy Analysis Division, listing each provider's service regions and agreement date.
Idaho's Division of Vocational Rehabilitation faces a 17% cap on federal grant money used for pre-employment transition services. The cap applies to money appropriated from the Federal Grant Fund for July 1, 2025, through June 30, 2026. It limits the division's spending, not what service recipients must do.
