The law provides $24.6852 million for Idaho student support services from July 1, 2025, through June 30, 2026. Operations receives $10 million from the Public Schools Other Income Fund and $5.1852 million from the Public School Endowment Income Fund. Children’s Programs receives $9.5 million from the Federal Grant Fund. The law also adds $9.5 million in federal grant funding for July 1, 2024, through June 30, 2025. The money funds school programs, not direct household payments.
Beginning July 1, 2025, Idaho raises the administrative staff salary base used to calculate district funding from $44,446 to $46,668. The classified staff base rises from $39,966 to $41,964. District funding depends on each district’s allowed staff count and applicable formula; these bases do not guarantee individual raises. The law also provides qualifying National Board Certified instructional staff a $2,000 yearly salary supplement for five years.
Beginning July 1, 2025, Idaho’s Department of Education must check compliance with state school-age rules before distributing child-related state funding. The check covers school districts and public charter schools and must be completed before the November payment. The duty falls on the department, not households.
The law cuts student support appropriations from the Public School Income Fund by $17.1979 million for July 2025 through June 2026. The cuts are $1.4852 million for the Administrators Division and $15.7127 million for the Operations Division. The State Controller must transfer $17.1979 million from that fund to the General Fund on July 1, 2025, or as soon as practicable. These changes move state money; they do not directly change household taxes or benefits.
Beginning July 1, 2025, agencies need legislative approval to replace lost federal support with state money under federally dependent appropriations. Agencies must avoid commitments that require state replacement money and return related state matching funds as fully as possible. They must report federal funding inventories and promptly notify the Legislative Services Office of significant changes. Exceptions cover routine cost-allocation or indirect-spending adjustments, federal Medicaid matching-rate adjustments, and entitlement programs.
