Bill Overview

Analyzed Economic Effects

6 provisions identified: 3 benefits, 0 costs, 3 mixed.

Higher pay for Military Division employees

Beginning July 1, 2025, Idaho’s Military Division must implement fiscal year 2026 pay increases. Employees on the National Guard Administration pay schedule receive increases to match the federal General Schedule pay scale. Other employees’ increases follow the conditions and limits in Section 14 of Senate Bill 1110, as enacted. This law does not state a dollar amount or percentage increase.

Idaho moves $330 million for schools

The law directs a $330 million transfer from Idaho’s General Fund to the Public School Income Fund. The transfer is due July 1, 2025, or as soon as practical afterward. It supports public schools for July 1, 2025, through June 30, 2026. The law does not set individual family payments or per-student amounts.

More money for Military Division payments

Effective upon enactment, the law adds $200,000 from Idaho’s General Fund to the Military Management Program. This adds to earlier funding for July 1, 2024, through June 30, 2025. The money is limited to trustee and benefit payments. The law does not set individual eligibility rules or payment amounts.

Idaho redirects money for legislative lawsuits

The State Controller must move the Constitutional Defense Fund’s remaining balance to the Legislative Legal Defense Fund. This shifts money from one state legal-defense account to the other. Effective upon enactment, the transfer is required as soon as practical for July 1, 2024, through June 30, 2025. The law does not state the amount or create a direct household benefit.

Idaho pauses rainy-day fund transfers

From June 1, 2025, through June 30, 2026, the State Controller cannot transfer Budget Stabilization Fund money to the General Fund. This temporary ban overrides otherwise applicable transfer requirements. It keeps money in the rainy-day fund but blocks its transfer to the General Fund during that period. The law does not state how much money is affected.

Idaho redirects school-bond and emergency balances

The State Controller must move the remaining Bond Levy Equalization Fund and Governor’s Emergency Fund balances to Idaho’s General Fund. These transfers take money out of the two source funds and add it to the General Fund. Effective upon enactment, the transfers are required as soon as practical for July 1, 2024, through June 30, 2025. The law does not state the balances or provide direct household payments.
