Anytime testing and audits for milk payments

Beginning July 1, 2026, buyers, sellers, or the Idaho Department of Agriculture can test milk and cream samples at any time. The Department can audit milk or cream payments to check compliance. Businesses may face payment changes and extra recordkeeping.

New testing rules for dairy shipments

Beginning July 1, 2026, milk and cream priced by quality must use testing methods the Agriculture Director approves. An authorized milk hauler takes a sample from every shipment. Haulers must have accurate thermometers. Samples must stay tamper-evident at 33 to 45 degrees Fahrenheit.

Legislature must approve dairy program rules

Beginning July 1, 2026, the Agriculture Director writes rules for this chapter. Rules must match the law and need approval from the legislature. This changes how new rules are adopted, not current payments or eligibility.
