State audits of milk payment records

Beginning July 1, 2026, the Idaho Department of Agriculture can audit payments for milk and cream. It can review records to check that prices and payments follow the rules. Dairies, cooperatives, and buyers must keep clear records. This adds oversight and may raise administrative costs or lead to payment adjustments.

New milk testing rules for dairies and haulers

Beginning July 1, 2026, milk sold with quality-based prices must use tests the agriculture director approves. An authorized hauler must take a sample from every shipment. Haulers and handlers must have accurate thermometers. Samples must be kept tamper-proof and between 33 and 45 degrees Fahrenheit. Buyers, sellers, or the department can test samples at any time. The director can set rules, with legislative approval. These steps add compliance work and costs but make testing more consistent.
