Voters can choose every highway commissioner
Beginning July 1, 2026, qualified voters in affected Idaho highway districts can vote for every commissioner seat. They are no longer limited to choosing their subdistrict’s commissioner. This applies in counties with more than 200,000 residents where voters chose to establish a single countywide highway district. The district keeps five subdistricts, and each commissioner must live in the subdistrict they represent.
New primary rules for highway district candidates
Beginning July 1, 2026, affected single countywide highway district candidates follow county-office rules and file declarations with the county clerk. Primary write-in candidates need at least five votes; independent candidates need five petition signatures. When a party’s candidate list has a qualifying pre-primary vacancy and only one candidate remains, the county party committee fills it within 15 days. Appointments, declarations, and required filing fees are due by 5:00 p.m. on the eighth Friday before the primary; later vacancies follow separate rules, not committee appointments. Nonpartisan ballot rules end for single countywide highway district commissioners on January 1, 2027, and primary elections begin with the 2028 elections.
