7¢ of fuel tax to roads

For gasoline and diesel, of every 32¢ collected, 7¢ goes to the Highway Distribution Account. This happens after refunds and collection costs are covered. It does not change fuel tax rates, only where the money goes.

More money for bridge inspections

The annual payment to the Local Bridge Inspection Fund is now $300,000, up from $175,000. The state pays it as soon as possible after each fiscal year starts. This supports required local bridge safety checks.

New 40/60 split for road funds

The Highway Distribution Account now sends 40% to local governments and 60% to the State Highway Account. The state controller must pay local shares by Jan 25, Apr 25, Jul 25, and Oct 25 each year. The treasurer invests idle highway funds and returns the interest to the same accounts. Tax rates do not change.

EV and hybrid fee earmark removed

The law ends the special rule that earmarked new registration fee hikes and EV/hybrid fees. Those dollars now follow the normal Highway Distribution Account split. Fee amounts do not change; only where the money goes.
