Beginning July 1, 2026, the state sends 40% of the Highway Distribution Account to local governments and 60% to the state highway account. The separate law enforcement share is now 0%. New revenue from higher registration and electric or plug-in hybrid fees also follows the 40/60 split. The controller pays locals by January 25, April 25, July 25, and October 25 each year. Idle highway funds are invested, and all interest goes back into the same accounts.
Beginning July 1, 2026, the tax commission keeps only its actual, legislatively approved costs to run the fuel tax. Any unspent extra at year-end is sent out under the normal distribution rules. Money is set aside so the state refund account can pay current fuel tax refunds. All approved refunds are paid from that account.
