Legislative tech carryover and transfer rules

The law lets unspent 2026 ARPA money for the Legislative Technology Program carry over for nonrecurring costs in July 1, 2026 to June 30, 2027. The State Controller must confirm the amounts with the Legislative Services Office before processing. During that year, LSO and OPE can move money between expense classes and programs.
