15 new rural medical residencies

The state funds 15 new residencies and fellowships for FY2027 from the Rural Health Transformation Fund when money is available. The State Board must calculate any reimbursements from that fund back to the General Fund for FY2027 costs and request the transfer in the FY2028 budget. If Rural Health funds cover residencies, unused FY2027 General Fund money must pay for new undergraduate medical seats under Chapter 257, Laws of 2025. Health and Welfare and the State Board must report compliance to JFAC by December 1, 2026.

More funding and staff for medical training

The state provides $900,000 for medical education from July 1, 2026 to June 30, 2027. It splits $240,000 to Eastern Idaho Medical Residencies, $480,000 to Family Medicine Residencies, and $180,000 to University of Utah Medical Education. The law also adds 2.5 full-time positions for that year to help run these programs. The law takes effect July 1, 2026.
