More funding and staff for medical training

The law provides $900,000 from the General Fund for Health Education Programs for July 1, 2026 through June 30, 2027. $480,000 goes to Family Medicine Residencies, $240,000 to Eastern Idaho Medical Residencies, and $180,000 to University of Utah medical education. The money must be used for these programs in that fiscal year. The law also authorizes 2.5 more full-time staff positions for Health Education Programs during FY 2027.

Rural fund backs 15 new residencies

When Rural Health Transformation Fund money is available, the state funds 15 new graduate medical residencies and fellowships for FY 2027. If the General Fund pays first, the State Board of Education must calculate repayment from the Rural fund and include a transfer request in the FY 2028 budget. If Rural fund money arrives before July 1, 2026, the General Fund does not pay. Any FY 2027 General Fund dollars not needed for residencies because Rural money covers them must instead add new undergraduate medical school seats under Chapter 257, Laws of 2025.
