Idaho funds local highways and strategic initiatives

Idaho's State Controller must transfer at least $32.8773 million for July 1, 2025, through June 30, 2026. The amount is higher if 50% of interest earnings from fiscal years 2024, 2025, and 2026 exceeds that minimum. The money goes through the American Rescue Plan Act State and Local Fiscal Recovery Fund. The Strategic Initiatives Program (Dedicated) Fund receives 60%, and the Local Highway Distribution Fund receives 40%. The Legislative Services Office Budget and Policy Analysis Division must confirm the amount before transfer. Distribution must happen as soon as practicable. The law takes effect immediately upon passage and approval; this funding arrangement depends on enactment of House Bill 968. The law does not provide a direct household payment.
