Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Idaho funds public health and vaccines

The law provides $35.3264 million for Idaho’s Physical Health Services program from July 1, 2026, through June 30, 2027. This includes $28.02 million from the Idaho Immunization Dedicated Vaccine Fund and $7.3064 million from federal Cooperative Welfare funds. Money must go to the listed programs and spending categories. By December 31, 2026, the department must report vaccine use and cost savings for Idaho and providers. The report covers vaccines bought through the Immunization Assessment Fund; it does not change household charges.

Idaho funds suicide prevention, requires reviews

The law provides $19,000 in general Cooperative Welfare funds for suicide prevention from July 1, 2026, through June 30, 2027. The health department must report outcomes and returns on spending for suicide, HIV, and hepatitis prevention programs. The HIV report must be prepared jointly with public health districts. The department must also compile district documentation of the immigration status of people using HIV prevention services. All reports go to the Joint Finance-Appropriations Committee by December 31, 2026. The Legislative Services Office’s Budget and Policy Analysis Division sets report formats and content, coordinating with the department for program reviews. These provisions do not establish direct household payments or new service eligibility rules.

Idaho cuts health policy funds and staffing

The law cuts Idaho’s Health Care Policy Initiatives funding by $478,600 from July 1, 2026, through June 30, 2027. Within Cooperative Welfare funds, it cuts $146,100 in general funds, $78,200 in dedicated funds, and $254,300 in federal funds. It also reduces the Public Health Services Division’s allowed staffing by 3.00 full-time-equivalent positions for that period. The law does not identify layoffs or specific service cuts.

Idaho labs gain funds, lose personnel money

The law adds $278,400 in dedicated Cooperative Welfare funds for Idaho’s Laboratory Services program. It also cuts $78,400 from the program’s federal Cooperative Welfare personnel funding. Together, these changes add $200,000 in funding from July 1, 2026, through June 30, 2027. The law does not specify changes to testing services or household costs.
