Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Supervised trappers can skip trapping licenses

Beginning July 1, 2025, you can trap without a trapping license while accompanied and directly supervised by a qualified outfitter or guide. You must hold an Idaho big game hunting license. Your supervisor must be an Idaho-licensed outfitter or guide with a valid Idaho trapping license. They must also hold trapper education certification for the species being trapped. The supervisor must ensure required trapper reporting and animal checking and tagging rules are followed for each animal you possess.

Broader safety lessons for Idaho outdoorspeople

Beginning July 1, 2025, Idaho's Fish and Game Commission runs education programs for hunting, trapping, and archery. Lessons must cover lawful equipment and weapon safety, conservation, wildlife laws, good conduct, and respect for others and property. They must also cover species identification, avoiding unintended species, ethical practices, first aid, and outdoor survival. The Department must recruit, train, and certify qualified volunteer instructors, who teach eligible applicants. All students who complete a course receive a completion certificate.

Education required for some Idaho trappers

Beginning July 1, 2025, trapping license applicants need an education certificate unless they held an Idaho trapping license before July 1, 2011. Idaho Department of Fish and Game certificates qualify, as do equivalent certificates from authorized agencies or associations. The Fish and Game Commission may charge up to $8 per person for trapping education materials. That cap applies to both age groups: 17 and under, and 18 and older. The fee can be lower or zero.
