Beginning July 1, 2025, Idaho sets appointment and pay rules for managers of shared irrigation ditches and conduits. The rules cover two or more users taking water at the same point who have not jointly chosen a manager. On written demand, the district watermaster must appoint a manager with the powers and duties set by existing law. If an irrigation district, canal company, or other irrigation entity owns the main waterway, its board may appoint the manager. The watermaster sets the manager’s pay, or the owning irrigation entity’s board sets it. At season’s end, upon the manager’s request, the entity’s secretary divides pay among users based on acres irrigated and mails bills. The secretary forwards payments to the manager. The manager can collect unpaid shares if users miss the payment deadline tied to delinquent irrigation district assessments.
