Beginning July 1, 2025, Idaho sets specific grounds for blocking or pausing license suspensions in child-support cases. For driver's or work licenses, parents who owe support must prove at least one listed reason. These include a physical disability, extended illness, or accident that directly prevents payment. The disability must be shown by the Social Security Administration, Idaho Industrial Commission, or another competent authority. Student enrollment also qualifies when referred by Idaho vocational rehabilitation, the Industrial Commission, or another authority working with disabled people. Other grounds are incarceration in a county, state, or federal facility with proof of no assets; receiving Supplemental Security Income; court-ordered physical custody of all children in the support order; or support withheld directly from income under a department order. For recreational licenses, only Supplemental Security Income or court-ordered physical custody of all children in the order qualifies. No other reasons qualify for these protections. Excluded reasons include unemployment, claiming support is too high, lack of full visitation, or claims that the receiving parent misuses support. A claimed disability without applying for disability benefits, or after benefits were denied, also does not qualify. The law also voids the Child Support Services rules in IDAPA 16.03.03, Section 302 and Appendix A.
