Bill Overview

Analyzed Economic Effects

7 provisions identified: 6 benefits, 1 costs, 0 mixed.

Funding for mortgage borrowers’ damage claims

Beginning July 1, 2025, Idaho’s Department of Finance has ongoing funding authority to reimburse actual damages from covered mortgage-law violations. Idaho courts must first make a final decision on those damages. The violation must involve a mortgage broker, lender, or loan originator licensed or required to be licensed in Idaho. The law sets no standard payment amount or payment cap.

Prior funds support Idaho broadband projects

For July 1, 2025–June 30, 2026, Commerce can reuse eligible, unspent and uncommitted 2025 funds for one-time broadband projects. Caps are $34.8258 million from the Idaho Broadband Fund, $107.2173 million from ARPA Capital Projects, and $150 million from federal grants. These maximum amounts depend on available balances and State Controller certification; they are not guaranteed spending. The Idaho Broadband Advisory Board directs allocation of broadband grants funded through ARPA Capital Projects or federal grants. The law does not promise household payments or lower internet bills.

More funding for livestock loss compensation

For July 1, 2025–June 30, 2026, Idaho transfers $225,000 from its General Fund to its livestock loss and prevention fund. The fund supports compensation for eligible livestock owners when grizzly bears or wolves kill their livestock. The law does not set each owner’s payment amount.

Conservation districts each receive $6,000

For July 1, 2025–June 30, 2026, Idaho splits $300,000 equally among its 50 soil and water conservation districts. Each district receives $6,000 through the Soil and Water Conservation Commission. This money is in addition to amounts authorized under existing state law.

Ongoing funding for bridge and crossing safety

Beginning July 1, 2025, Idaho’s transportation department has ongoing authority to spend money transferred into two safety funds. Local Bridge Inspection Fund money must support that fund’s purpose. Railroad Grade Crossing Protection Fund money must support crossing protection. The law sets no total funding amount.

Lottery prize and operating payments continue

Beginning July 1, 2025, the Idaho Lottery has ongoing funding authority for prizes, retailer commissions, advertising, and promotions. It also covers gaming supplier fees tied to sales. Payments must follow Idaho Code section 67-7428. The law sets no total amount and does not guarantee any household a prize.

Limits on library project funding

For July 1, 2025–June 30, 2026, Idaho’s library commission faces limits on specified American Rescue Plan library project funds. It cannot spend this money on facility or technology projects that violate Idaho Code sections 18-608 and 18-617. The restriction governs commission spending, not library users’ personal duties.
