Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Protections for people reporting highway law violations

Beginning July 1, 2025, people reporting Idaho Title 40 violations receive protections under Idaho’s existing public-employee whistleblower law. This provision applies those existing legal protections rather than creating a cash benefit.

Higher fines for Idaho highway law violations

Beginning July 1, 2025, the maximum fine for covered Idaho highway law violations rises from $500 to $1,000. This applies to people convicted of committing or aiding a Title 40 violation when no different penalty is set by law. The offense remains a misdemeanor, punishable by the fine, up to 90 days in jail, or both. All fines collected under Title 40 go to the highway distribution account.

Road rules favor drivers over walking, biking

Beginning July 1, 2025, Idaho defines which road projects primarily benefit motor vehicles. Qualifying benefits include less congestion, shorter travel times, less idling, and less wasted fuel. Examples include wider roads, better intersections, turning lanes, and traffic management systems. Bike and walking improvements qualify only as secondary benefits or when required by existing federal law. These rules guide planning but do not guarantee any project.
