4 provisions identified: 2 benefits, 1 costs, 1 mixed.
The law provides $9.5185 million for Idaho’s Division of Youth Safety and Permanency for July 1, 2025–June 30, 2026. This includes $6.1647 million in state funds and $3.3538 million in federal funds. The money supports division operations and services, rather than setting a direct household payment. The division also gets temporary authority to shift personnel and benefit-payment spending under state transfer rules during fiscal 2025 and 2026. The fiscal 2025 transfer authority took effect upon passage and approval; fiscal 2026 authority runs July 1, 2025–June 30, 2026.
The law provides $11.7272 million for foster and assistance payments for July 1, 2025–June 30, 2026. This includes $7.6099 million in state funds and $4.1173 million in federal funds. It also added $14.1269 million for July 1, 2024–June 30, 2025, effective upon passage and approval. That added funding includes $8.8682 million in state funds and $5.2587 million in federal funds. These funds support payments for foster children and families; the law does not set individual payment amounts or change eligibility.
Beginning July 1, 2025, agencies funded by this law generally need legislative approval to replace lost federal money with state money. Transfers between funds also generally require legislative approval. Agencies must inventory federal funds, guard against state liability, and return related state matching money to the greatest extent possible. They must promptly notify the Budget and Policy Division about major changes in federal funding, grants, or program participation. Exceptions cover routine cost-allocation or indirect-spending adjustments, federal Medicaid matching-rate changes, and entitlement programs.
Idaho’s youth safety division can add 63 full-time equivalent positions for July 1, 2025–June 30, 2026. Eight positions and $663,000 are tied to reaching one foster family per foster child by January 1, 2026. The department must report progress and plans to sustain that ratio by September 15, 2025. A second report is due one week before the fall interim tour or November 1, 2025, whichever comes first. If the goal is missed, the legislative budget committee must consider removing those eight positions and $663,000 before setting the fiscal 2027 maintenance budget.
