Beginning January 1, 2026, Idaho sets standards for property values used to calculate property taxes. For each tested property category, the median assessed-to-market-value ratio must fall between 90% and 110%. Assessment levels across tested categories must differ by no more than five percentage points. Officials must support both tests with reasonable statistical certainty and require corrections when a category falls outside the range. County assessors must follow state rules, use recognized appraisal methods, and give major weight to actual and functional use. When using cost to estimate value, rules must favor replacement cost minus depreciation over historic cost minus depreciation where practical. For income-producing property, assessors may use one or more valuation methods but must exclude contract rent and legally exempt value. Owners of income-producing property can request the calculations, including any exempt value. State assessment rules and updates must be available free to the public in reasonable quantities. These standards do not guarantee a lower property tax bill.
