Slow vehicles face rules with safety exceptions

Beginning July 1, 2026, Idaho sets highway rules for slow-moving vehicles and equipment. On two-lane highways outside urban areas, drivers traveling slower than normal traffic must pull over when passing is unsafe and three or more vehicles line up behind them. They must use the nearest turnout or next safe place. Drivers are not in violation before passing a safe pull-off location while three or more vehicles are behind them. Operators may also block traffic when reasonable judgment shows no safe, adequate place to exit or let traffic pass. That judgment must consider road conditions, equipment size, and safety. Slow-moving vehicles need brakes, a mechanical signaling device, and required lighting from 30 minutes after sunset to 30 minutes before sunrise. Speeds above 25 mph require a licensed driver and a vehicle or towed equipment designed for safe travel above that speed. Drivers must never exceed the posted speed limit. Slow-moving equipment, including farm tractors, road rollers, and farm implements, must display a rear identification emblem. The Idaho Traffic Safety Commission recommends minimum emblem standards to the Idaho Transportation Board. State and local government emergency and snow-removal vehicles are exempt from the nighttime and traffic-blocking restrictions during essential public-safety work, including travel to and from that work.
