Idaho funds prisons and reentry services

The law provides Idaho’s Department of Correction $32.8237 million for July 1, 2026, through June 30, 2027. This includes $30.346 million for operations and $2.4777 million for capital costs. Program funding includes $22.8932 million for county and out-of-state placements, $6.3679 million for medical services, and $2.1551 million for prisons. Community corrections gets $864,800, and management services gets $542,700. The law also adds $17.8027 million for operations during July 1, 2025, through June 30, 2026, effective upon passage and approval. That includes $14.1405 million for placements, $3.2379 million for medical services, and $424,300 for management from the Hepatitis-C Fund. Funds must follow the law’s program, spending-type, and funding-source limits; they do not provide direct household payments. Beginning July 1, 2026, the department must review community reentry center services, including possible outsourcing, and request information from potential providers. The process must consider costs, repeat-offense outcomes, and security. A report is due to the Joint Finance-Appropriations Committee by November 1, 2026, with format and contents set by legislative budget staff.
