Carryforward for road and airport projects

The department can use leftover FY2026 money in FY2027 for capital facilities, airport grants, and construction and land purchases. Up to $300 million of unspent highway and congestion‑mitigation funds can be used for construction and right‑of‑way work. All funds must be unspent and not already committed. The State Controller must confirm amounts with the Legislative Services Office before moving money. This authority runs July 1, 2026 through June 30, 2027.

Funding for Idaho transportation in 2027

The law funds the Idaho Transportation Department for July 1, 2026 through June 30, 2027. Total funding is about $98.9 million. Major items include Highway Operations ($76.0 million) and Capital Facilities ($15.5 million). Other programs funded are Administration ($1.54 million), Aeronautics ($434,000), Motor Vehicles ($800,400), and Contract Construction & Right‑of‑Way ($4.5 million). Money must be used in the listed programs and expense classes during this period.

Small accounting fixes and tiny cut

The department can correct past accounting errors from FY2020–FY2022, up to $303,900, using the State Highway (Dedicated) Fund and the GARVEE Capital Project Fund. The law also cuts $1,500 from Highway Operations personnel costs for FY2027. These changes apply for July 1, 2026 through June 30, 2027.
