2027 funding for Idaho transportation

The law funds the Idaho Transportation Department for July 1, 2026 to June 30, 2027. It provides $98,859,300 total: $1,500 for personnel, $4,242,100 for operating, and $94,615,700 for capital projects. The money supports highway work, motor vehicle services, aeronautics, and land purchases.

Carryforward for highway construction projects

Up to $300 million in unspent fiscal year 2026 highway and congestion‑mitigation funds can be used in fiscal year 2027 for contract construction and right‑of‑way work. Money is for one‑time costs between July 1, 2026 and June 30, 2027. The State Controller confirms amounts, by fund, expense class, and program, with Legislative Services before processing.

Carryforward for capital and airports

Unspent fiscal year 2026 balances for capital facilities can be used for one‑time capital projects in fiscal year 2027. Unspent aeronautics money for airport development grants also carries forward for one‑time airport grants. The State Controller confirms amounts, by fund, expense class, and program, with Legislative Services before processing.

Small fixes to past transportation records

The department and the State Controller can correct past accounting errors up to $303,900. Fixes apply to transactions from fiscal years 2020, 2021, and 2022 and use the State Highway (Dedicated) and GARVEE Capital Project funds.

Small cut to highway staffing funds

The law cuts $1,500 from personnel funding in the Highway Operations Program for July 1, 2026 to June 30, 2027. The cut is charged to the State Highway (Dedicated) Fund.
