Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Extra FY2027 funds for water planning and adjudication

The law adds $390,000 from the General Fund for fiscal year 2027 (July 1, 2026 to June 30, 2027). It provides $195,000 for Planning and Technical Services, $97,500 for Northern Idaho Adjudication, and $97,500 for Bear River Basin Adjudication. This is on top of other lawful funding. The money supports state water planning and stream adjudication work.

General Fund covers some water filing fees

General Fund money for stream adjudications now counts toward filing fees for certain state water right claims. It applies to claims filed by the Water Resource Board or the Governor for instream flow, lake levels, or recreation. Extra funds carry forward to future fees. If funds fall short, the Director grants an extension and next year’s appropriation covers the balance.

Reuse unspent ARPA money for water projects

The Department can reuse any unspent ARPA State Fiscal Recovery Fund balances from FY2026. The money must pay for one-time water infrastructure work from July 1, 2026 to June 30, 2027. The State Controller confirms the amounts with the Legislative Services Office before processing.

Transfer funds for aquifer monitoring in 2027

On July 1, 2026, or soon after, $716,000 moves to the Aquifer Planning and Management Fund. The State Controller makes the transfer from the Revolving Development Fund. The money is for aquifer monitoring, measurement, and modeling in FY2027. Better data helps manage groundwater used by many communities.
