New rules for employers of minors

A minor must have a school-issued employment certificate before starting work. Employers must keep on-site records, including the minor’s name, birth date, address, notice of intent to employ, and the certificate, open to inspection at any time. An adult 21+ must supervise minors at all times; parks may use 18+ when no alcohol or tobacco is sold, and youth sports can have a 21+ employee on call. A minor must get a 30-minute meal break after five continuous hours. Employers must post the Department’s notice, or email/post it on an intranet or website if staff do not report to a worksite. Keep the minor’s certificate during the job and for three years after; a certificate covers only the named employer. Report a minor’s work-related death to the Department and the issuing school within 24 hours, and send copies of reportable injuries within 72 hours of the Workers’ Compensation filing deadline.

New work options and limits for minors

The law lets some minors work in more settings. It exempts caddying for ages 13+, selling or delivering newspapers and magazines outside school hours, and household chores or babysitting in a private home that is not a business. It also exempts 14–15-year-olds in school-directed work-based learning. For farm work, most children under 12 may not do paid work, except a farmer’s own child who lives with them. Minors 10+ may do farm work during school vacations or outside school hours. Kids age 12 or 13 may officiate or assist in youth sports for qualifying nonprofits or public parks if certified, with a parent or designated adult present, no later than 9:00 p.m., and limits of up to 3 hours on school days, 4 hours on non-school days, and 10 hours per week.

Temporary deputies keep township services running

If the township supervisor’s office is vacant, a trustee is named deputy supervisor to handle ministerial tasks until the vacancy is filled. The board may also appoint temporary deputies to cover a vacant or temporarily vacant office until the officer submits a sworn statement that they can return. Temporary deputies generally cannot vote unless they are trustees. If a trustee serves as a temporary deputy, the trustee’s trustee pay is suspended while serving; the board sets pay for other temporary deputies. The board cannot appoint a deputy clerk if the clerk already has one. Ministerial functions include supervising and running the general assistance program.

Township vacancy and party rules

The township board must appoint someone to fill a vacant office, and the appointee serves the rest of the term. If a board seat stays open for 60 days, a special township meeting must choose a replacement. For disqualification, a conviction counts on the date of a guilty plea, a guilty verdict, or a court’s finding of guilt. Except for temporary deputies, appointees must be from the same political party as the departing official if that person was elected from an established party still in existence, and they must show party affiliation by primary votes, party office, or party caucus participation. Assessor vacancies follow the Property Tax Code, not these rules.
