State publishes low and middle housing data

IHDA calculates extra numbers on housing for very low-income and middle-income households. It totals homes affordable at or below 30% of area median income and middle-income ranges (80%–140% for owners; 60%–80% and 80%–140% for rentals), then divides by total year-round units to get percentages. Starting on the 104th General Assembly’s effective date, IHDA publishes these figures for each local government and the State at least every five years and sends a report to the General Assembly. These extra numbers are for information only and do not affect which towns are exempt.

State classifies towns by affordable housing

The Illinois Housing Development Authority decides which local governments are exempt from the Affordable Housing Planning and Appeal Act. Beginning October 1, 2004, it uses a set formula: owner homes affordable below 80% of area median income plus rentals affordable below 60%, divided by total year-round housing units. IHDA publishes an exempt and non-exempt list with the data at least every five years and tells any non-exempt town with the numbers used. The decisions rely on the most recent U.S. Census counts.

Appeals allowed on town exemption decisions

A local government or an affordable housing developer can appeal IHDA’s decision on whether a town is exempt. Appeals follow the process in Section 30 of the Act. This gives those parties a formal way to challenge the finding.
