Library boards control how library fund money is spent. Boards may invest library funds under the Public Funds Investment Act. They can set aside unspent yearly tax or other money as reserves for self‑insurance. These steps help steady costs and protect services.
This applies to municipal and district libraries. If you live outside a library’s taxing area, you must buy a nonresident card. The fee equals the library’s per-resident cost, set by the State Library formula. Apply at the library closest to your home; the card works at participating system libraries. Boards may let you pay quarterly or twice a year. No fee for reciprocal or system privileges, or for district‑inclusion programs in library districts. No fee if you own or lease property that is taxed for library service, or you are a senior officer of a firm that does. No fee for eligible low‑income students in unincorporated Illinois. Boards may waive the fee for minors under 18.
Library boards can buy, build, or lease using installments up to 20 years. For real estate, no more than 75% of the price is on installments. They may refinance, but the total term for the same project cannot exceed 20 years. Boards control building projects and upkeep. They can sell or lease property they do not need; the city gets first chance, and Chicago follows its own law. Boards may use eminent domain for library use, but only with city approval.
Boards appoint and pay a qualified librarian. With board approval, the librarian hires and sets pay for staff; some towns follow the Illinois Municipal Code. Boards can contract with public or private groups and join interstate library compacts. If they serve a town without a library, the contracting group must cover nonresident costs and pay for lost or damaged items. Boards may exclude people who willfully break library rules.
