Water district can issue $600M pension bonds

The sanitary district can issue up to $600 million in bonds to pay into the Article 13 pension fund. Voter approval is not required. The goal is to lower the fund’s unfunded liability. These bond payments do not reduce the regular employer contributions required by law. This rule is in effect starting 1/1/2024.

Sewer and flood bonds through 2034

The sanitary district can issue bonds and notes for sewage plants, flood control, sewers, pumps, tunnels, water quality work, renewable energy gear, land, and engineering. This authority runs through 12/31/2034. Total outstanding under this authority cannot be more than 3.35% of the district’s equalized assessed value. Each budget year, new issues are capped at $150,000,000 plus any authorized but unissued from the prior three years. This yearly cap does not apply to refunding debt, bonds to repay the Water Pollution Control Revolving Fund, or Build America Bonds issued before 1/1/2011. No voter approval is required, bonds may be sold publicly or privately, and issuance costs can be paid from the corporate fund.
